Contend that - is a command subjunctive.Hence a that is essential here.

Between options A and B,A is clearer stating that the languages can be traced back.
Hence OA is A.

Isn't the active voice in option "B" is clearer than the passive used in option "A"??

The problem with B is the use of the pronoun 'of which'.This should refer back to a single Noun or subject.However, it's antecedent isn't clear considering it either refers to World's billion people or languages.
