I'm 31 years old Russian male. 
Education: Masters' programs from local universities- diplomas in Finance with good GPA (3.9/4) and Computer Science.

Work experience: 9 years: 4 years as IT manager in local bank, 5 years in Big4 consulting (current job).

GMAT: at moment preparing for the test

Current goal: to enter top-tier full time European MBA program next year (i.e to start the program in 2014). Target schools: INSEAD, LBS, IE. Post-MBA Goal: Big3 consulting firm.

I'm asking for the advices on the following matters:
1. Currently I have an opportunity to move to Asia region to project management position in a commercial bank. Will this move either strengthen my profile or weaken it, providing I have no international work experience right now?
2. How strong is my profile to enter my target schools? What shoud I focus on/improve during the next year (excluding good GMAT)?

1. Strengthen.
2. Community service. Leadership if you don't yet have it. International experience if you don't take the position in Asia.

Have I understood correctly, that the combination of these improvements (decent GMAT, giving back to community, international experience) will be sufficient to make my profile competitive enough to enter my target schools?

yes. Given what you wrote above, a decent GMAT, and the other items, you would have a competitive profile for your target schools.
