Here we must focus on number rather than numberS.

"A number of" - plural noun - do not affect to "other city" because we'r comparing LA to other city.

Clearly, C is best.

E. a high per capita number of family dwellings, more than does any other large city

A compares family dwellings per capita with any other large city. Wrong comparison.
B. "higher numbers" is not idiomatic. Also wrong comparison.
C. Is correct. Compares LA's higher number of family dwellings per capita with other city's family dwellings per capita.
D. "higher numbers" is not idiomatic. Wrong Would love a better explanation on this though
E. "high per capita number of X" is not the same as "a higher number of X per capita" Changes meaning. Wrong. Also, comparison is awkward.

Not using an article is an issue in Option D. LOS Angeles has higher number.... seems as if los angeles posses the number.

I marked B, but C was shown to be correct, but when I wrote the sentence again it read oddly. It says: "Los Angeles a higher number of family dwellings per capita than does any other large city"
Can someone look into this - it seems there is something not underlined properly, or there is a missing word. Else with a 'has' it would read fine.

Los Angeles has a higher number of family dwellings per capita than any large city.

A. a higher number of family dwellings per capita than any large city
B. higher numbers of family dwellings per capita than any other large city
C. a higher number of family dwellings per capita than does any other large city
D. higher numbers of family dwellings per capita than do other large cities
E. a high per capita number of family dwellings, more than does any other large city

Let me touch upon a new aspect here. Whenever there is a comparison involved, it is necessary to decide first what is being compared, particularly whether nouns are being compared or actions are being compared. If we are comparing nouns, we do not include an action verb for the second arm.

Example: Tom is taller than Dick

Here the verb 'is' has no action except to link Tom with the rest of the predicate. Therefore, it is a linking verb. Here the comparison is between Tom, Dick, and not their actions.

Tom eats more pizzas than Dick does.

Here there is an action on the part of Tom, i.e., eats. Therefore, we now have to add another action verb for the second part, i.e. 'does.' Here the comparison is between what Tom does with what Dick does.

It is also customary that whenever an action is involved, we should first compare the action and not the subjects involved in the action. Again, when the verb is a linking verb, then we should compare the subjects and not the actions.

In the light of the above, the 'has' in the sentence is a linking verb and therefore we can safely remove choices with 'do' or 'does.' C, D, and E are gone.
Between A and B, the use of the word 'other' makes B the winner over A.

In addition to sounding awkward, Option (E) changes the meaning of the sentence.
