Not really sure why people are saying this is poor quality or out of scope of the GMAT. It's been said to death: the quant section is not a math test, it's a quantitative reasoning test. You need to consider all possibilities, and negative temperatures (even in March - come visit Chicago) are a possibility.
Let's say the question did say positive temperatures only - would Statement 2 be sufficient?

The trap of this question relies on the fact that temperature can be -ve also.
But For many people who have resided in South Asia that concept is not natural. And from experience, it hardly seems that GMAT hinges the correct answer on such geography specific knowledge.
I would request the moderator to modify this question.
