Regardless of how often it occurs, an illegal deed is still illegal and should be punished.
This part of the sentence can be paraphrased as

D. She asserts that the frequency of a crime does not lessen its severity.

Please let me know if someone disagrees.

I agree that option D is the right choice.

She points out a crime is a crime "...regardless of how often it occurs...", thus making a clear hint on the frequency.
