If there are more Staff members in Accounting, then Accounting will probably use more supplies, all else being equal.

E it is. A says the exact opposite of what you need to justify. A says there are more accounting clerks in accounting so accounting should have more supply expenses. However, billing is incurring more expenses. The only answer that would explain how billing could be incurring more expenses for the supplies is because accounting staff goes to billing department for supplies and E says that

Oops, I didn't read the argument well. I was of the opinion that Accounting, instead of Billing, had more expenditures for clerical supplies.
