Stimulus :
Cause --> High average number of miles driven
Effect --> High sales figure
But what if the co-relation is not always true, or what if there is an alternate cause of the effect mentioned ?

(B) fails to exclude an alternative explanation for the observed correlation. --> Correct, matches our pre-thinking

Hence, B.
