The right answer in my view is option B.

Premise 1: Community colleges suffer declining enrollments during periods of economic recession.
Premise 2: Government retraining programs, which are not free, see their enrollment figures boom during these recession periods.
Premise 3: During these recession periods there is more competition for jobs.

We are to determine which of the five answer choices if true does not explain the increase in enrollment in government retraining centers in view of the statements above.

Option A: During periods of economic slowdown, government-retraining programs are more likely that community colleges to prepare their students for the jobs that are still available. This statement if true will explain the increased enrollment in government retraining centers. According to premise 3 above, there is more competition for jobs during recession periods. Hence, if government retraining programs are more likely than community colleges to prepare their students for the jobs that are still available, then it explains the boom in enrollment in the retraining programs while the community colleges witness a decline in enrollments.

Option B: During periods of economic prosperity, graduates of government retraining programs often continue their studies in community colleges. Periods of prosperity have not been mentioned in any of the premises provided above. Let's keep option B.

Option C: Tuition at most government retraining programs is a fraction of that at community colleges.
