Many community colleges suffer declining enrollments during periods of economic recession. At government retraining programs, which are not provided free of charge, enrollment figures boom during these periods when many people have less money and there is more competition for jobs.

Community Colleges: Admission decline whereas,
Not Free Govt retraining courses: Enrolment increases.

Each of the following, if true, helps to explain the enrollment increases in government retraining programs above EXCEPT:

Many community colleges suffer declining enrollments during periods of economic recession. At government retraining programs, which are not provided free of charge, enrollment figures boom during these periods when many people have less money and there is more competition for jobs.

It's expected that enrollments during periods of economic recession will decrease at government retraining programs as it is in many community colleges, but it has increased at government retraining programs,which is unexpected result. So, as it is except kind of question, four options explain the unexpected result while one will not explain and that's the answer.

Each of the following, if true, helps to explain the enrollment increases in government retraining programs above EXCEPT:

A. During periods of economic slowdown, government-retraining programs are more likely that community colleges to prepare their students for the jobs that are still available. - Yes, it can lead to increase enrollments at government retraining programs. So, incorrect.

B. During periods of economic prosperity, graduates of government retraining programs often continue their studies in community colleges. - It does not explain the unexpected result, so let's hold it.

C. Tuition at most government retraining programs is a fraction of that at community colleges. Enrollments at government retraining programs expected. So, incorrect.

D. Government retraining programs devote more resources than do other colleges to attracting those students especially affected by economic slowdowns. - Enrollments at government retraining programs expected. So, incorrect.

To find : Answer choice that doesnt NOT explain the paradox.

A. During periods of economic slowdown, government-retraining programs are more likely than community colleges to prepare their students for the jobs that are still available.
Government colleges are better than community. Possible explanation. Eliminate A

B. During periods of economic prosperity, graduates of government retraining programs often continue their studies in community colleges.
This says student will study in Community colleges - Quite opposite to the Premise . Keep B

C. Tuition at most government retraining programs is a fraction of that at community colleges.
Government colleges are cheaper than community. Possible explanation. Eliminate C

D. Government retraining programs devote more resources than do other colleges to attracting those students especially affected by economic slowdowns.
Government colleges are better at attracting than community, therefore enrollment is higher. Possible explanation. Eliminate D

The right answer in my view is option B.

Premise 1: Community colleges suffer declining enrollments during periods of economic recession.
Premise 2: Government retraining programs, which are not free, see their enrollment figures boom during these recession periods.
Premise 3: During these recession periods there is more competition for jobs.

We are to determine which of the five answer choices if true does not explain the increase in enrollment in government retraining centers in view of the statements above.

Option A: During periods of economic slowdown, government-retraining programs are more likely that community colleges to prepare their students for the jobs that are still available. This statement if true will explain the increased enrollment in government retraining centers. According to premise 3 above, there is more competition for jobs during recession periods. Hence, if government retraining programs are more likely than community colleges to prepare their students for the jobs that are still available, then it explains the boom in enrollment in the retraining programs while the community colleges witness a decline in enrollments.

Option B: During periods of economic prosperity, graduates of government retraining programs often continue their studies in community colleges. Periods of prosperity have not been mentioned in any of the premises provided above. Let's keep option B.

Option C: Tuition at most government retraining programs is a fraction of that at community colleges. This will surely explain the decline in enrollments in community colleges while retraining programs will see an upsurge in their enrollments. During economic recessions, money is hard to come by, hence it makes sense for people to enroll in retraining programs rather than the community colleges.

Option D: Government retraining programs devote more resources than do other colleges to attracting those students especially affected by economic slowdowns. This explains the increased enrollments in retraining centers while community colleges see a decline in enrollment. During periods of recession, it is very likely some students can be affected economically. Hence, they will be very concerned about the judicious use of resources, implying they would rather opt for government retraining centers rather than for community colleges.

Option E: Students at government retraining programs, but not those at most community colleges, can control the cost of their studies by choosing the number of courses they take each term. This also explains the increase in enrollments in retraining centers while that for community colleges decline. During periods of recession, some students who are economically affected by the recession will find the ability to control the cost of their studies very convenient and cost-effective, and hence will opt for government retraining centers.

The right answer is therefore option B.

Correct Answer: B

The best answer is B. Choice B might explain the decreased enrollment at community colleges during the slowdown, but because it deals with graduates of government retraining programs it cannot explain why enrollment at these colleges might increase
