Is it "comparing x to y" or "comparing x with y" ???

C uses the correct idioms (compare with, between A and B) and does not use the unidiomatic and imprecise "base their...on comparing" - "on comparisons" correctly completes the construction begun by "base their choice".

compare to (points out similarities between things of a different order)
compare with (point out differences between things of the same order)

so if we use "based on...." then it has to be followed by a noun "comparison"????
