A. Helms-Burton law of 1996, tightening the embargo on all Cuban products and, according to opponents of it, violating
the participial phrase 'tightening' should touch the noun it modifies which is 'Law'

B. Helms-Burton law of 1996, whose tightening of the embargo on all Cuban products violates, according to its opponents,
this option provides a different meaning that the tightening is what violates the treaties (not the law)

C. Helms-Burton law of 1996, which tightens the embargo on all Cuban products and which, according to its opponents, violates
I think the use of non-restrictive clause i correct and parallelism is correct

D. embargo’s tightening by the Helms-Burton law of 1996 on all Cuban products and the violating, according to opponents of it, of
E. tightening the embargo of the Helms-Burton law of 1996 on all Cuban products and, according to its opponents, violating
D & E assumes that the tightening is the one to be repealed (not the law), which is a different meaning

so IMO C
