B. at the same time junior senators who want to be more active are forced to limp along with less aides than are necessary
C. and junior senators who want to be more active are forced to limp along with less than the necessary number of aides
D. while junior senators who want to be more active are forced to limp along with fewer aides than they need
E. but junior senators who want to be more active are forced to limp along with their fewer than needed aides

My Question is whether "AIDES" is countable or non-countable?

AIDES is Countable.

Generally abstract things are non countable like air, beauty, water, traffic words like those. and another thing is generally non countable things cannot be pluralized.
there are exceptions to the rule when it comes to money and time we use less..

as it is countable A,B,C are out..

Aides is countable. It refers to the staff of senators.
I think you may be thinking about 'aid', but the context here is different.

(B) - 'at the same time' does not provide a means to compare and contrast
(C) 'and 'is wrong
(E) - 'but' is wrong

Between (A) and (D), only difference is less or fewer. Aide is countable as it's a noun referring to an assistant or helper. So aide will have to be modified with fewer.

(D) it is.
