(1) The bucket contains 9 liters of water

(2) If 3 liters of water are added to the bucket when it is half full of water, the amount of water in the bucket will increase by 1/3.

Statement 1 : The bucket contains 9 liters of water.....Insufficient (Doesn't tell us anything about the total capacity)

Statement 2 : (2) If 3 liters of water are added to the bucket when it is half full of water, the amount of water in the bucket will increase by 1/3.

Hmm, so 3 + C/2 = C/2 + C*1/3 => C = 28

We can calculate C from this equation. Sufficient.
