I'm not sure what a fresher is, to be honest. Do you mean graduating from college? There are a handful of MBA programs that will consider you that early, but you usually need exceptional credentials and exceptional reasons to get admitted. Not only that, but your low GPA issues are going to be much harder to overcome the younger you are. If you work for 3-5 years, b-schools will be less concerned with a lack of academic success because they will have other evidence (work) to look at. Without work experience, they have to rely heavily on your academic record ... which you just said is not good. So you are in a tough spot.
I would have some patience, go out and get some rich work and life experience, and then approach the MBA when you are ready to take a jump up in your career - after all, that is what the degree is designed to do. In short, I think you are looking to the wrong type of degree right now, for where you are in your life/career. That's my guess.
And for the record, Yale (Silver Scholars program), Stanford, Texas (McCombs Scholars program), and HBS (2+2 program) are some schools that will "go young" when the fit is perfect.
Best,
