A B and D all compare ‘rates of entrepreneurship’ to ‘every other immigrant group’, so they break parallelism. E has a subject verb disagreement, ‘rates’ is plural and should be paired with the plural verb ‘exceed’.

C is the right choice.

Let's assume
Mideast immigrants = Group A
every other immigrant group = Group B
rates of entrepreneurship = xyz rates

(A) Mideast immigrants’ rates of entrepreneurship exceed
Group A's xyz rates exceed Group B ...bla bla bla

(B) Mideast immigrants are exhibiting rates of entrepreneurship exceeding
Group A are exhibiting xyz rates exceeding Group B

This would have been correct if it was exceeding those of Group B

(C) Immigrants from the Mideast exhibit rates of entrepreneurship exceeding those of
Group A exhibit xyz rates exceeding those of Group B

(D) The rates of entrepreneurship in immigrants from the Mideast exceed
xyz rates in Group A exceed Group B

(E) The rates of Mideast immigrants’ entrepreneurship exceeds those of

Only B and E is comparing Rate to rate

E is wrong because of subject verb agreement
