A, B, D) We need to compare rates of X to rates of Y. Hence these choices are all wrong
E) Incorrect because SVA error. Rates needs plural form EXCEED

A B and D all compare ‘rates of entrepreneurship’ to ‘every other immigrant group’, so they break parallelism. E has a subject verb disagreement, ‘rates’ is plural and should be paired with the plural verb ‘exceed’.

C is the right choice.
