IMO A ,

distance is given by √(10^2+8^2 ) = √164 = 13 (almost)

What in this question leads us to believe the distances form a right triangle? Isn't there not enough information? E.g. couldn't the distance really be anything 0<= x >= 18 depending on how severe the angle of M-Airport-St.Paul is?
