OA is A,
but I think A has a modify error:
Many financial experts believe that policy makers at the Federal Reserve, now viewing the economy as balanced between moderate growth and low inflation, are almost certain to leave interest rates unchanged for the foreseeable future.

I think
"now viewing the economy as balanced between moderate growth and low inflation"
can modify the policy makers and Many financial experts
at the same time?
Anyone can help to explain this modify issue?

It is A.

'now viewing' correctly modifies 'the policymakers of Federal Reserve'. It is not necessay for the modifier to be placed immediatey after the thing it modifies. Here, clearly the subject of the first part is 'the policymakers'; hence 'now viewing' clearly modifies the correct part.

The rest of the explanation by others is perfect.
