(1) insuff - could be different values (b = 2 would give 10 but b = -10 would give 14 etc.
(2) suff - since absolute values are +ve, b = 10 (for e.g.) would yield
28 > 10, and any value above 10 would ultimately make it > 10. so we can definitely say it is NOT 10.

was the question incorrect? if the Q is as posted then I think my answer is right..otherwise if it is as MA posted then it would differ.
