If chemical warfare is likely to escalate, and If immunisation shot is still a requirement, then more Pilots will continue to take shots and be prone to unpredictable dizziness. As some of these will fly commercial airplanes, this will in turn risk more commercial airplane accidents as well.
Now since the military has stopped this as a mandate, pilots are not forced. This positive effect will be cascaded to commercial airline as well. Thus, this option C strengthens the author's view point that - the military's decision must have been to reduce the number of commercial airline accidents.
