This one was surprisingly hard. I get the explanations here but the use of "investing" really doesnt sound good to me. The ellipsis makes it sound odd. Without the ellipsis it would sound good though.
"As a means to greater economic development and are investing"
Or else I would prefer the "non-parallel" construction, at least if it was something like this:
"As a means to greater economic development and they invest"
Right now I would not be able to choose the correct option here. Anyone else reacting to the oddly-sounding "are-omitted investing"?
