between C and E. compared to in c is wrong.. so should be E.

Betwen C & E, I choose E b/c the use of "compared to" is not right. D is wrong: misplaced modifier(?). The $7 is supposed to contrast the$30, not cost of higher education. Choice D makes it seem students wanted the $30 to go toward$7 per year (doesn't make sense).

i'm in between D and E..

IMO, If 'compared to' is wrong, 'opposed to' in E is also problematic..

compared to the previously in C doesn't sound right at all. E seems to be the best choice here. I was also considering D (but not any more thanks to stevenzeng)
