Here we need subjunctive form right?
and with subjunctive we have a "that" or "to" in the construction.
we do not use will, should.

so A should be correct?

Answer is A.

People who are aware of use of Subjunctive and still made an error in not to select "A" are overlooking the use of Subjunctive in Passive forms.

ex- "ake recommended that Susan be hired immediately."
