My approach:

average is 7 kg so total weight will be 21 kg,

now median is 9 kg means middle box is of 9 kg weight

so other two box weight will be 21-9 = 12 kg..

now they used lighest word in question mean 6 -6 is not possible

other possible combination would be 5-7 ,4-8, 3-9 , 2-10 ,1-11

so maximum weight will be 5kg for lighest box..........

What is median of 3-9-9 ? is it 9?

Yes, median of 3-9-9 is 9.

Vishal, in your steps, the combination of (5,7) and (4,8) will not be possible as otherwise median will not remain 9. Hence, out of the remaining three combinations, maximum possible weight of the lightest box will be 3.
