On second thought, I think it might be B or C, because it's probably better to say it "as it was in" to show that the comparison is between 1980s and 1970s instead of between the rate of growth of minority population and, say, non-minority population (or whatever).

My new guess is B.

as fast as is correct idiom and was in compares both the years.

isnt "rate of increase " and "as fast as" sorta repetitive and redundant ?

IMO C

In the 1980s the rate of increase of the minority population of the United States was nearly twice as fast as the 1970s.

should be "was twice", using greater would be redundant

D would be correct if we would have, say, "greater" instead of "faster" and "in" instead of "of".
The "rate" in the stem is just a number which can be neither fast nor slow - it can, however, be greater or less, IMO.

I think C because the increase is compared with the increase in 1970
