B. mandates for some of its scientists to
C. mandates that some of its scientists will
D. has a mandate for some of its scientists to
E. has a mandate that some of its scientists must

There is clearly the test of subjunctive mood here mandate that is the correct form not not mandate for
B and D are out because of 'for'
also for subjunctive mood will and must is non sense .only be verb form is allowed
leaving only option A
