The right time to use POE-method.
We need to justify the use of "are" in the middle of the sentence.

(A) consumed by millions of Africans and that resembled silkworms - out, because in this case "are" will be misused.
(B) consumed by millions of Africans and resembling silkworms - correct
(C) that is consumed by millions of Africans and that, resembling silkworms - out, because in this case "are" will be misused.
(D) that is consumed by millions of Africans and it resembles silkworms - out, because in this case "are" will be misused.
(E) consumed by millions of Africans and that, resembling silkworms - out, because in this case "are" will be misused.

(that is ... and that are) --> clear SV agreement error. the subject "caterpillar" can't be singular and plural at the same time.

The underlined portion is part of a clause which modifies “mopane worm”. The problems I find with the underlined portion are pronoun ambiguity and the wrong tense of the verb “resemble”. The usage of the pronoun “that” creates ambiguity in that we are unsure if it refers to the noun phrase millions of Africans or mopane worms. Usage of resembled creates a picture as though we are referring to the past, but that is not what meaning of entire sentence suggest. So we can rule out A.

B, C, and E can be ruled out because the use of gerund “resembling” is not parallel to “consumer”. B should have introduced a pronoun in order to appropriately refer the resemblance to silkworms to appropriately modify mopane worm.

The use of that in C and E as pronoun for mopane worm is inappropriate.

The right answer is D. “Resembles” is in the right tense and also parallel to consumed. “It” also appropriately refers to mopane worm, clearing all pronoun ambiguities in the sentence.

Main subject/verb is Mopane Worm.........are often canned... that suggests underlined statement to be a modifier of mopane worm.

(A) consumed by millions of Africans and that resembled silkworms
lacks parallelism with consumed and THAT..

(B) consumed by millions of Africans and resembling silkworms
consumed -> modifies worm...
Worm resembling silkworms -> resembling (present participle) modifies worm

(C) that is consumed by millions of Africans and that, resembling silkworms
Worm that is consumed...and that ? , resembling ... here second modifier after that is missing to modify Worm... resembling appears to modifier the whole clause -> worm that is consumed, resembling -> which doesn't make sense

(D) that is consumed by millions of Africans and it resembles silkworms
Worm that is consumed... and it resembles -> lack of parallelism

(E) consumed by millions of Africans and that, resembling silkworms
Worm consumed...and that ? , resembling ... here second modifier after that is missing to modify Worm... resembling appears to modifier the whole clause -> worm that is consumed, resembling -> which doesn't make sense

Based on the answer choices, B is the closest match for modifier parallelism that sentence requires , and is the correct answer!

(A) consumed by millions of Africans and that resembled silkworms
In this choice, the noun large caterpillar is modified by both a noun modifier consumed by millions of Africans and a that-clause that resembled silkworms. However, this is clearly an error in parallelism, as a noun modifier and a that-clause cannot be parallel. (A) is out.

(B) consumed by millions of Africans and resembling silkworms
CORRECT ANSWER. The noun large caterpillar is modified by a noun-modifier consumed by millions of Africans and another noun-modifier resembling silkworms. Both noun modifiers are parallel.

(C) that is consumed by millions of Africans and that, resembling silkworms
The noun large caterpillar is modified by both a that-clause that is consumed by millions of Africans and another that-clause that, resembling silkworms, is often canned.... However, the main subject mopane worm clearly misses a verb here, i.e. the verb is. Thus, (C) is gone.

(D) that is consumed by millions of Africans and it resembles silkworms
The parallelism isn't right in (D).The phrase that follows "and" is a brand-new clause: it resembles silkworms. That can't possibly be correct here, since it resembles silkworms is not parallel to that is consumed by millions of Africans. Besides, the underlined portion is part of a modifier, and I have no idea why we would stick a full, independent clause inside that modifier. Eliminate (D).

(E) consumed by millions of Africans and that, resembling silkworms
The noun large caterpillar is modified by both a noun-modifier consumed by millions of Africans and a that-clause that, resembling silkworms, is often canned.... This is clearly an error in parallelism, as a noun-modifier and a that-clause cannot be parallel. In addition, the main subject mopane worm also misses a verb here. Thus, (E) is definitely wrong.

(B) consumed by millions of Africans and resembling silkworms - "consumed" and "resembling" although not parallel in form, one is -ed and the other is -ing, they are parallel in logic; they are both adjective that describe noun 'caterpillar', thus they both are parallel. Keep B

(B) consumed by millions of Africans and resembling silkworms --> consumed works as -ed modifier and resembling works as -ing modifier. both in parallel and modifying caterpillar. Correct.
(C) that is consumed by millions of Africans and that, resembling silkworms --> that is consumed is not parallel to that, resembling. resembles could have worked better without comma. Incorrect.
(D) that is consumed by millions of Africans and it resembles silkworms --> again parallelism error. that is consumed is not parallel to it resembles. Incorrect.

We need to modify the characteristics of the worm
1. It is eaten by the africans
2. It is similar to a silkworm

Now,
Both these things should be parallel. Thus, we look for the same tense. Option D says, 1 and 2 both are in the present tense.
Why present tense?
Because- the last part of the sentence is in the simple present tense.
IMO- D

Please give a kudos for the explanation ?. I also welcome critical analysis to hell me reach the 700+ level.

that is can be dropped, it would still mean the same thing
D) that is consumed by millions of Africans and it resembles silkworms
