Necessary to any investigation of the causes of a newly-discovered disease are strictly followed scientific methodologies and scripulously recorded data.

Structure of the sentence is
Object + Prepositional phrase + verb + Subject

IMO A is the best (reversing the sentence to check each of the options could be a good strategy in such questions - so, eliminate the prepositional phrase and switch the positions of subject and object)

"A"

sentence seems to be saying...."strictly followed scientific methodologies and scripulously recorded data are necessary to any investigation", where investigation is the abt finding the causes of a disease.
