Recently, I attempted two questions from the Kaplan 800 guide(sentence correction) and got confused with the explanation provided.

22). Some analysts warn that, if the projected expenditures for the Social Security administration over the next ten years prove to be accurate, the entire Social Security system will have been and will continue to be in danger of failing.

A. will have been and will continue to be
B. has been and will continue to be
C. will continue, as it already has begun to be
D. would continue to be
E. will continue to be

55). Commissioner Wallace claims that he always has been and always will be a member of American Civil Liberties Union.

A. Commissioner Wallace claims that he always has been and always will be a member of American Civil Liberties Union.
B. Commissioner Wallace claims that he always has and always will be a member of American Civil Liberties Union.
C. Commissioner Wallace claims that he will always be a member of American Civil Liberties Union.
D. Always having been a member of the American Civil Liberties Union, Commisioner Wallace claims that he will always continue to be so.
E. Commissioner Wallace has always been a member of the American Civil Liberties Union and claims that he will always be.

The description of 22 says that choice B gives a verb in future tense and an additional verb in perfect tense. The additional verb is unnecessary because continue to be already suggests the the SS system is in danger of failing.
My question is : shouldn't C be the answer of 55 by the same logic.

in 22) analysts are warning, which implies something in the future. So there is no need for talking about anything in the past or what social security has been. So E is correct. WHy would analysts "warn" that social security "has been" in danger of failing. This is why B is incorrect.

If 55) the best answer choice has the subject of the sentence making a claim about the past and the future, so A is correct.

You can't compare the two sentences b/c they are both making claims about different time periods. One is solely in the future, the other is past, present, and future.

Thanks. It makes more sense now. I completely missed the starting clause of 22 while evaluating.
