Never before had the editors faced so many challenges at once as they had in compiling the 22nd annual compendium of the Archeological society of North America.

The structure of comparison "X ... as Y ..." where X and Y must follow the same form.
Only D satisfied.

A. so many challenges at once as they had in --- the action of "the editors" is "faced" therefore "they had" is wrong
B. at once as many challenges as compiling the 22nd annual compendium --- wrong structure
C. at once as many challenges that they were when --- same as A
D. as many challenges at once as they confronted in --- Correct
E. so many challenges at once that confronted them in --- no proper antecedent
