in other options they is ambigous - journalists and power stations

we need 'think' to add logical sense to the sentence. 'think that' is correct in this case.

Further, I think that 'would' and 'could' are both expressing the same hypothetical situation.

OA is definitely E.
A) would mean : journalists surveyed nuclear power stations as...but that they...It is unparalleled (as unsafe and that they...). Moreover to what do "they" refer? Furthermore, will and could are unparalleled.
B) would and could are coherent but the mistakes are the same as those indicated in A)
C) identical problems
D) Ok if it not were for :will - could . Moreover....the unclear reference they...
E) it sounds correct
