1) The % of women voting for candidte X was twice the % of women voting against
2)3000 men voted for candidate X

Total = Men voted + Women voted
= Men Voted + (Women voted towards + Women voted against)
= a + (X +Y)

X=?

(1) says just the relaation between X and Y. Insuff.
(2) says the "a" value. Insuff
together, 9000 = 3000 + (X + X/2). Can be solved.

I think it's E.

2) Doesn't give you the total Men voters . 3000 is the total Men who voted FOR.
