Let's say p is the commission on the final sale.
As per the question stem, (x+y+p)/3 = (2x+y)
Solving for p gives p=5x+2y. Hence E is the correct answer.

$$average=\frac{sum.commissions}{number.sales}$$

$$2x+y=\frac{x+y+final.sale}{3}$$, $$6x+3y=x+y+final.sale$$, $$final.sale=5x+2y$$
