Using total number of motorists as 100

10% exceed posted speed limit and receive speeding tic = 10

20% exceed posted speed limit and do not receive speeding tic = 20

So in all 30 people exceed speed limit = 30%

B. 12.5

20% of the motorists who exceed the posted speed limit do not receive speeding tickets.
means:
80% of those who exceed the posted speed limit GETS the ticket. this is given as 10% of all who exceeds so

0.1 * all = 0.8 * who exceed or
people who exceed/ all = 1/8 or 12.5%
