Responding to a pm:

Actually, Aditya has explained it beautifully.

When two elements are supposed to be in parallel, you put them in parallel.

He did not dispatch a https://gmatclub.com/chat and then call up on the phone to promise an even closer partnership. That wouldn't make sense.
The sentence would make sense if it implies that he dispatched the https://gmatclub.com/chat to congratulate and promise. He did both things through the https://gmatclub.com/chat. Hence the equal elements are "congratulate" and "promise". Therefore, (A) has errors too.

So the correct sentence would look like this:

On August 21, 1991,..., he dispatched a https://gmatclub.com/chat to Riga, congratulating the government ..., and promising an even closer partnership ...

Can you please explain what is wrong with D ?

As: " dispatching a https://gmatclub.com/chat to Riga," is an appositive

Can we skip this part ?

That is why sometimes these forums can be dangerous... so-called experts posting questions with all wrong answers. I agree with you guys: I chose A, but it fails to follow parallelism.

He did two things.
1. Dispatched a https://gmatclub.com/chat
2. Promised blah blah blah

congratulating blah blah blah is actually an appositive phrase modifying the intent of the https://gmatclub.com/chat. Assuming that the promise is a part of the https://gmatclub.com/chat is questionable.

For example, "I wrote a letter, congratulating my brother, and gifted him happiness."

Please let me know if this is wrong.
