Let the total salary be 24 (For fraction questions, it's a good idea to assume highest denominator from the options as total!)
For car payment = 1/6*24 = 4
For rent = 1/4th more than the car payment = 1/4*4 + 4 = 5

Used for car payment & rent combined = 4 + 5 = 9

Fraction used for car payment & rent combined = 9/24 = 3/8

IMO Option B
