thanks a lot neelesh and Amit05. The explanation from your links was really clear. I just have one more question to ask you guys. The idiomatic expression is "prohibit from + gerund." Is there also another idiomatic expression that goes like this: prohibit X to Y? that's all i needed to know.

the key is: prohibit smt or prohibit from verb+ing. so C is best
