Ans is B I think.The question is asking us to strengthen

A - goes against the argument
B - Strengthens to an extent.Hold
C - Irrelevant.We are talking about buses and lanes improving efficiency.
D - Effect on budget and monetary issues = irrelevant.
E - The question is having business and commercial centers.Hence have to remove this option.But tourists might still go to commercial centers.

B and E are quite similar.I am unable to find a SOLID reason to not consider option E.

Goal -> solve the problem of traffic congestion

Plan -> establish special bus routes from the suburbs to the major business and commercial centers of a city.

Premise supporting the plan -> These buses would make limited stops and travel in traffic lanes designated solely for their use and so provide fast and efficient travel options to citizens.

So we need to find anything which provides supporting information which is not already given in the passage.

A. Many people claim to enjoy the comfort and independence offered by their automobiles. This goes against the plan

B. Studies show that over half of the automobile traffic on city streets consists of commuters entering the city for work or to shop.it supports the plan by providing further information that people going to business and commercial centres consists of more than 50 % of the traffic congestion

C. Many cities lack viable public transportation networks.It gives a general statement. No effect on the plan

D. Maintenance and upkeep of streets and roads accounts for a large portion of any city’s budget.Irrelevant to the plan

E. Much of the traffic in any given city results from the influx of tourists and sight-seers.It may be one of the reason but right now the goal is to reduce traffic congestion created by the commuters travelling from suburbs

I would vote for B. It provides further evidence that a lot of traffic is caused by people coming into the city. So, if they travel in buses with very few stops, the cars they were using won't be used, hence reducing the traffic.

As per my understanding, B is the correct answer.
We can reject the option C.

The passage is talking about a traffic congestion solution by introducing special bus routes from suburbs to major business and commercial centers of the city.
It indirectly signifies that the traffic in such routes(routes to business & commercial centers) is very much congested. There is nothing mentioned about public transport. If it were the major factor, then it would apply to any kind of destinations such as tourist spots, sports centers.

So, if we can find a strengthener which tells about the relation between the business and commercial centers and the traffic data with those commuters, then it will support the plan clearly.
