As I see, public's interest is singular so a booming market "has" grown. Also, "that bring" in Option E sounds awkward. I'd rather go with B or D, C is completely changing the scenario and mentioning only one show, which might not be the case, when there's a market, you cannot rephrase it as a monopoly.

that is bringing / that are bringing, will depend on "booming market" becoming the subject for the latter part of the sentence or the "television shows". can verbal experts throw more light on this situation?

Can someone please explain why B is out. Is "“reality” television shows that are bringing". reality television shows is plural right is it considered singular like Army?

"increasing frequency" means it has to be progressive tense so E is out so all answers other than C and D are incorrect. In C and D , only difference is "other" and "another" . Your explanation that Other for two persons and another for more than two, that makes the answer C but OA is D.

What explains best this anomaly ?

Dont' know if it is correct but my reasoning:
"bringing “regular” people onto the television screen with increasing frequency."
what is bringing regular people onto the television screen with increasing frequency" the booming market hence the reason for "that is"
the shows put people on tv but taken as a whole the booming market is the reason that the frequency of television appearances is increasing.

Incorrect - have is not correct as they same is not in agreement with the subject that is 'Out of the public’s interest' which is singular

Correct - has is in agreement with the subject 'Out of the public’s interest' and 'are bringing' is also in agreement with 'televisions shows'

3. another person’s life has grown a booming market for a “reality” television show that is bringing
Incorrect - changes the meaning as the same is being talked about in general for the people and not for a singular person.

4. other people’s lives has grown a booming market for “reality” television shows that is bringing
Incorrect - has in agreement but is bringing is not in agreement with shows.

My main contenders were B and D and my reasoning is as follows -

(B)other people’s lives has grown a booming market for “reality” television shows that are bringing
I eliminated this because "television shows" is a subject phrase. And a subject phrase may contain plural phrases within it, but it is still singular. Hence this gets eliminated.

(D)other people’s lives has grown a booming market for “reality” television shows that is bringing
This is correct.

Researched it on the net. OA seems to be D.

Explanation that seems plausible.

Try to invert it..
A Booming market for reality television shows has grown that is bringing regular people onto the television screen with increasing frequency.

Remeber : Its not always necessary that "that" refers to the noun or pronoun just preseding it...

D is right. Reason:
"Out of the public’s interest in the details of and conflicts in other people’s lives" is a SUBJECT PHRASE ; and a subject phrase is always treated as Singular -> so "has" is correct.

"a booming market for “reality” television shows that is bringing" -> here "is" is correct bcos it referes to subject market and not shows
