With before, a simple past tense is sufficient

Should a perfect tense not be used in this as there are two events, one following the other?

The second part of the sentence(which is the mail clause) doesnt contain any verb..
To correct this we need to add the simple past verb which is WERE...

Hence C is the correct answer

Sentence uses "before" - so it clearly mentions the timeline sequence. In such cases pas perfect use is optional
