I get that we can only suck up so much and yes, those application fees are no joke, where some schools don't give any fee waivers under any circumstances. However, the admissions process is ultimately in the hands of the adcom and the guys and gals in it are the ones who call the shots.
I personally wish the adcoms would not have these limits as well, but I at least will play it safe.
