Consumer advocates are worrying that the competing agendas of economic policy makers, who want uniform international standards, and federal regulators, who are trying to balance consumer protection and commercial rights, would neglect the interests of people most affected by the privacy policies

E. worry that the competing agendas of economic policy makers, who want uniform international standards, and federal regulators, who are trying to balance consumer protection and commercial rights, will neglect the interests of people

There are two problems in this question:
1) are worrying that
2) would neglect

would is used in following two cases:
1) When its a hypothetical situation
2) When the future is in past

For example:
She thought that she would be able to finish her work.
In this sentence the prediction is happening in past.

Since in this sentence the prediction is in present hence "will" should be used instead of "would".

Also here the intent is not of continuous process hence we dont present continuous,
therefore the verb should be "worry" instead of "are worrying".

Hope this helps.

These both problems are taken into consideration in E.

A. Worrying is wrong, worry is like appear, cant say appearing. Would is wrong, bcoz changes tense of the sentence back to the past. It is at least in present or in implyed future (in expectation)
B. Agendas needs a plural verb, neglects is singular
C. Changes whole meaning of original sentence, bring it back to the past. Was must be were. Prefer implyed future tense
D. That must be who, would must be will or at least present tense
E. Right answere

Right. A uses 'worrying' which means they are worrying now, which does not make any sense. E is perfect.

In option A, since advocates 'are worrying' or 'worry', it indicates anticipation and not certainty. Why is the use of 'would' incorrect in case if this anticipation?
