The conclusion is that the connection between exposure to EM fields and cancer is not substantitated. We're also told the cancer rate of urban people is the same as that of those living in rural area near high tension cable (source of EM field). For this to be true, people living in urban area must also be exposed to EM fields. This is given in B.

(B) it is. We need a reason to say that indeed, EM fields cause cancer in urban cities. (B) does so.
