B both make predictions of a huge escalation in the next coming decades of costs of the Social Security program escalation in decades??
C. each foreshadow huge rising costs of the Social Security program among the next several decades foreshadow. changes meaning. they not just foreshadow, they actively make predictions

OA for this one please? I believe it is E.
Other answer choices have mistakes (Eg. Wrong usage of among in C, and other modifier mistake)

Cheers
