Putting aside the fact that the question wording is a little peculiar, the answer to such a question should still be A, not D. If you have a class of 5 year olds, 6 year olds and 7 year olds, the 5 year olds are the youngest, even if there are many of them. If you want to break it down to month and day and hour, you can still come up with examples where the children are the same age (twins).

Perhaps it would have been clearer if presented as a statistics question.

A set consists only of numbers P, Q, R and S. Is P the mode?
(1) No number appears more frequently than P
(2) At least 2 numbers appear less frequently than P.

In this case, the answer is A because you can have multiple modes. The concept is the same on the youngest person in this question.
