I second Macfauz in this. Answer has to be D.
D states that smoking and drinking are parallel events and smoking causes rash driving. But no relation between smoking and rash driving has been given.

Even I chose C.But then realised D is the right choice.Here are my views--

A. Exposure to smoke wafting from lit cigarettes or from the exhalation of a smoker otherwise known as second-hand smoke has been shown to increase the risk of lung cancer in non-smokers.--This is causing harm to others. WRONG.

B. Smokers do not enjoy the same life expectancy as non-smokers, and therefore often leave dependants without a source of support when the smokers die prematurely.--dependants without source of support thus causing problem for others.WRONG

C. Health insurance companies are forced to charge all customers more money to cover the costs of treating ailing smokers.--To cover the cost of insurance to smokers companies are charging others more money.loss of others.WRONG.

D. Some people who smoke cigarettes are known to also drive while under the influence of alcohol an activity known to be very dangerous to others.--OK.No harm because of smoking here.Drinking is another issue.RIGHT

E. Homeowner's insurance premiums for all customers are more expensive because some smoker's are known to light houses on fire by not fully extinguishing cigarettes.--All are facing losses due to some smokers.WRONG.

OFFICIAL EXPLANATION FROM KAPLAN



Identify the Question Type:
The question directly asks for something that "weakens" the argument, making this a Weaken question. However, it is important to note the EXCEPT, which means four answers will weaken the argument. The correct answer will not -- it will either strengthen the argument or have no effect.

Untangle the Stimulus:
In this argument, the critics of laws proposed to limit smoking conclude that smoking should remain legal because people should be able to engage in any activity as long as that activity does no harm to others.

Predict the Answer:
The central assumption is that smoking qualifies as an activity that does no harm to others. Each of the wrong answer choices will provide some information that it does harm others; the correct answer choice will either strengthen the argument or be irrelevant.

Evaluate the Choices:
(D) states that some smokers drink and drive. This is not, however, a negative effect on other people associated with smoking. Certainly there are some smokers who drink and drive, but there are non-smokers who do as well. This answer choice gives no reason to believe that smoking causes drinking and driving. Therefore, the simple correlation between some smokers and driving under the influence does not indicate that smoking itself is harming anyone. Thus, this does not weaken the argument, making it the correct answer.

(A) and (B) both point out the harm smoking can do to people around the smoker – either those that inhale the second-hand smoke, or those that suffer after losing a source of financial support due to a smoking-shortened life.

(C) and (E) both show that harm is done to everyone paying for certain types of insurance based on the activities of smokers.

TAKEAWAY: If someone thinks an activity will harm only themselves, weaken that stance by pointing out how it might in fact hurt others.

I chose D because it mentions some smokers, we can not justify something just because a few of the people who smoke get involved in accidents while under the influence of alcohol.
If it would have said : all smokers drink alcohol and get involved in accidents to harm others then this option would have been ruled out; the point is it is not the mention of alcohol that makes it the correct option to chose but the mention of —- a few smokers :

This is what i think- does it make sense ?? Please do comment !
