I am having trouble understanding the sentence . Appreciate if someone can elaborate ...

After much deliberation, The Supreme Court determined, by royal decree, that the Count, who have first been bequeathed with the property, would no longer be the legal owner of the land.

Meaning:
-First, the property was bequathed (given by will) to the Count.
-Latter, the supreme court determined that the count would no longer be the legal owner of the land

(A)who have first been bequeathed with the property
Pronoun referent issue (who) ; must use to which
(B)to which the property has first been bequeathed
Present perfect is Wrong here; must use past perfect to emphasize that this action is in the past and was before the latter
(C)being first bequeathed with the property
wrong, change of meaning + fragmented
(D)to whom the property was first bequeathed
wrong, Same issue as A
(E)to which the property had first been bequeathed
Correct

I think it is the correct option because if you rephrase it :

After much deliberation, The Supreme Court determined, by royal decree, that the Count, to which the property had first been bequeathed , would no longer be the legal owner of the land.

The property had first been bequeathed to the Count

well u might be but all i am saying is that "count" is a title same as professor or president .now we never refer to president by "to which" .so same rule sud be followed for "count" !!
lets see what the answer ,provided the original poster puts the answer !!

also i find usage of past perfect little wrong here :when u saying first then what is the need to stress that point with the past perfect !!!

(D) is Correct. In (E) Relative pronoun which can’t be used to refer to people.

Hi Guerrero25.

As you see the sentence "the Count,............ no longer the the legal owner....". so the Count must be a person, we cannot use "which", we have to use "whom". Furthermore, C is awkward because of using "being".
Down to A and D. A is incorrect, because the Count is singular, so "have" is wrong.
D is the best.

POE:
Stop sign- 'have', past tense is required.
Eliminate (A) & (B)- Tense error.
Eliminate (C) - 'being' is redundant on GMAT.
Eliminate (E)- we are referring to a person, 'to which' is wrong.

(A)who have first been bequeathed with the property
(B)to which the property has first been bequeathed
(C)being first bequeathed with the property
(D)to whom the property was first bequeathed - CORRECT
(E)to which the property had first been bequeathed.
