The best time to take the GMAT is when you are confident you will get your highest possible score.
Regarding application submissions and timing, remember
Linda's Rule:

If you are ready, you want to aim to submit by the January deadlines. It is usually harder to gain acceptance in the February and later deadlines, especially if you are applying from outside the US to US schools.
