What is wrong with "A"?

A - appears parallel too ...

..... have reduced X, Y, Z and have raised production...

I too will go with (C) here.

raise in production efficiency seems to be associated with present continuous hence "while raising" as this seem to be an ongoing process.

Why (IMO) it's not:

When you list items successively, the last one will ALWAYS be preceded by the word "and", thus rounding out the list. When you went to the store, did you pick up milk, cereal, eggs? Or did you pick up milk, cereal, AND eggs?

Also, in order for the tense structure to be correct, I believe the only way for it to be l l is if X, Y, and Z occured WHILE A, B, and C occurred...

Agree with Bhai. B is the trap answer for those who believe this is a listing SC. (C) properly shows the contrast using "while."
