Requires "that" for || and imperative to is idiomatic.

"C" it should be

"..argue that...and that..."
"imperative to"

Also, "C" is the simplest cause & effect relationship, compared to "A", "B" & "E"

the parallel structure is : has argued that ........and that ...........
Thus, A and B and C remain.
B is eliminated becoz "if" is usually used to express conditions.
Between A and C, C is preferred with the use of " to bring".
C it is.

subjunctive voice; that....that....

imperative to~ is idiomatic.
