Statement 1: If p<13 we can't conlcude whether p<q. If p=12,7 then q=12,3 so p>q. If p=3 then q=22 and hence q>p. Statement 1 is insufficient.

Statement 2: We should see that 15$ is in the middle between the cost of material m and n. So if the average cost/kg for material K > 15$ we can infer that there must be more material n than material m because n is more expensive and shifts the average costs towards 20$. Statement 2 is sufficient.

In conclusion, the correct answer is B.
