I think it's C.
The number of dishes that can be provided is M*A*D (M main, A appet, D desert). Combination of of 1) and 2) gives the proportion of of M,D and A of one restaurant to another and leads to the defined answer.

Ben 1 (2+2) = combo equals 4

Albert 4 (2+2) = combo equals 16
Ben 2 (5+1) = combo equals 10
